  No ask password when logging in system

Status in unity-control-center package in Ubuntu:
  New

Bug description:
  I create the new user without password. When I login in the system, I
  changed password.

  But after reboot in the login screen I login without password.

  But if I locked screen, I need enter the password for returning in
  system.

  1) Ubuntu 14.04

  2) unity-control-center: 14.04.3+14.04.20140922-0ubuntu1

  3) What you expected to happen: In the login screen I need enter
  password, before logging

  4) What happened instead: In the login screen I login without password
