  - system is configured with two installed input languages/keyboard layouts.
  - login is configured to be locked by password.
  
  steps to reproduce
  ==================
  1. when logged in, change the input language to one other than the default (He in my case, En is default).
  2. log out/lock.

  expected result
  ===============
  after login, the active session should keep the input language selected in the login screen.
