More info this might be lxsession is the lubuntu-qt session which uses
lxsession also has this same problem when running lubuntu-software-
center and trying to install qpdfview.

Bug description:
  Vivid daily version 20150221Lubuntu desktop i386 installed gives following message when using Lubuntu Software Center to install a package, whereas Synaptic cannot be opened:
  You are not allowed to perform this action
  You don't have the required privileges to perform this action.
  org.freedesktop.PolicyKit.Error.Failed: ('system-bus-name', {'name': ':1.51'}): org.debian.apt.install-or-remove-packages
