seems like there is some interest in this bug over in

to help protect international users from getting phished into changing
the pref named
security.turn_off_all_security_so_that_viruses_can_take_over_this_computer
and not necessarily understanding the ramifications of that action if
they don't understand English.

In firefox 3.5 the following worked:
Set
lockPref("network.proxy.type", 5);
in /etc/firefox-3.5/pref/firefox.js
Setting lockPref in /etc/firefox/pref/firefox.js in firefox 3.6 does
not lock down the proxy.
