  session-migration needs to be handled by upstart session

Status in session-migration package in Ubuntu:
  Fix Released

Bug description:
  while we ship session-migration on the ubuntu touch phone, the
  original code was developed to hook into gnome-session. since we do
  not ship gnome-session on the phone images session-migration never
  runs. therefore we need to have it integrated with the upstart-user-
  session now.
