thank you but the system settings is about "settings" as it names
indicate and upgrades are not settings...

Bug description:
  System Settings should include an Update Manager icon so that users
  might update their machine at will. The system  menu (top right)
  already shows weather the system is up-to-date, but I expected it to
  see it in System Settings as well, since the other menu items are
  included.
