Thank you for your bug report, that's a GNOME decision though it seems
one which is worth distro patch out to add a "never" to the option,
assigning to the canonical desktop team for opinions

  can't prevent screen from turning off in oneiric

Bug description:
  System Settings > Screen
  "Turn off after: Never" is not an available option in Screen

  There is no option in gnome-control-center to never turn off the
  screen using oneiric fully updated (general gnome3 issue).
