Bug description:
  Open an application that uses the gtk header bar (such as Nautilus,
  but not Dolphin) as a normal user and there is a small strip of about
  50 pixels above the window that unmaximized windows cannot occupy.
  This is for Gnome Ubuntu 14.04 x86 64bit. A workaround is to press the
  windows action key then drag the window (reported successful with the
  super key or alt key on different systems). Does not affect root user.
