Indeed not a bug, a side effect of the GNOME changes to use client side
decorations

  If I’m opening an dialog (e.g. Preferences or File Properties) the
  dialog has no buttons below the widgets.

  Maybe this is a new and very ingenious idea of the GNOME developers?
