By default no iptables firewall rules apply in Ubuntu, you can check with the following command: sudo iptables -L (a basic tutorial can be found here: https://help.ubuntu.com/community/IptablesHowTo)
Ubuntu 10.04 is no longer supported, please upgrade to a supported release Ubuntu 14.04 LTS or higher and let us know if this still is a problem in that case provide the output of the above command.

  cups unable to get connection from remote system on port 631

Bug description:
  Binary package hint: cups

  Running on Lucid i386 I have been unable to access the cups interface
  from a remote system using:

  http://servername:631/

  The browser would report no connection available and not receive
  anything from the host machine.

  The local machine would login correctly. I had enabled remote
  administation and shared the printer with Internet printing enabled.

  This was solved by installing firestarter and then looking for
  connections from the remote system and telling it to allow connections
  from all for this port.

  I am a little bit unsure of the internals but I know this has not been
  a problem on previous versions of cups/ubuntu.
