  Time of installing, uninstalling or updating in history view does not
  respect 24 hour format

Bug description:
  I use 24 hour time format. Now it's 17:59. Unfortunately, time displayed in history view is not right. For example instead of 16:57 it shows 04:57. Not even pm or am with it.
