Status in “gnome-volume-manager” package in Ubuntu:

Bug description:
  Binary package hint: gnome-volume-manager

  In volume control applet it is possible to set volume only for
  applications that are actually playing. This makes almost impossible
  to control volume for applications that are playing only short sounds
  (like IM client).
