  network-admin problematic behaviour when configuring wlan

Bug description:

  I have a Toshiba Portege R500 laptop, which has a built in iwl4965
  network card (see below for details).

  In the wlan0 Properties window, when I open the Network Name (ESSID)
  menu, nothing is listed. If I have just run "sudo iwlist wlan0 scan"
  in a terminal window, the list is populated, but only for a short
  time, then it disappears again.

  When I set up a WEP network, the network interface is often unable to
  get an IP with DHCP. "sudo ifdown wlan0; sudo ifup wlan0" does not
  seem to fix the problem, but a reboot usually does.

  I have not been able to connect to a WPA2 network. This could be a
  driver issue or some other issue. Perhaps network-admin could report
  on capabilities of the driver? However, I save the password as a WPA2
  Personal password, but next time I open the wlan0 Properties window,
  the selected choice is WPA Personal instead of WPA2 Personal. This
  could also be the problem.

  Network-admin should auto-detect the type of network encryption, and
  give relevant options for the password type. Even if the selected
  network is WEP, WPA Personal and WPA2 Personal are still options, and
  a novice or someone unfamiliar with the WLAN configuration details
  will have trouble knowing what to select.
