Such behavior is expected as ibus lost the ability during its
integration time with GNOME 3.

Bug description:
  ubuntu 15.04. unity

  I use unity config center to set two input languages and check use individual input source per window.
  But it does not work for me. I tried guest session. Same issue.
  Language input source is global for all windows.
