Title:
  Startup/Autostart programs such as nm-applet not started for new user
  accounts

Status in “gnome-session” package in Ubuntu:
  Expired

Bug description:
  Binary package hint: gnome-session

  After installing Lucid Lynx, I created a second account for my wife,
  using the User configuration tool from the System -> Adminstration
  menu. I gave the second account _all_ possible permissions, access
  wireless, adminster the system etc.

  After restarting and logging into my wife's account, I notice that
  wireless is not working, an no wireless status is shown in the top
  panel. Manually starting 'nm-applet' from a terminal fixes the
  problem.

  Also startup sound is not played.  So I check the auto-start settings
  (System->Preferences->Session, or how it is called in the english
  Ubuntu; i.e. gnome-session-properties executable).  Adding a new test
  entry (xterm) does not have any effect on new logins.

  Using 'pstree' I compare the running programs on the primary system
  account created at installation, and my wife's account.  This shows a
  grave difference.  The primary account runs the following programs
  under gnome-session:
