Bug description:
Binary package hint: gnome-settings-daemon
How to reproduce in 10.04 (previous releases work correctly):
1) During the installation select a default keyboard layout (e.g. USA)
2) In Gnome, add some local keyboard layout (CZ or something) and move it to the top of the list to make it default
3) Logout a log in again, USA layout is selected by default
