Nobody ever worked on that, as you can see from this bug’s activity.
Overlay scrollbar development is abandoned these days, as there is a new
implementation in upstream GTK+ (since 3.14), but without our floating
handle.

Bug description:
  LibreOffice uses Gtk+ for styling but the overlay scrollbars need a custom implementation.
  Right now, they are blacklisted to ensure the proper GtkScrollbar style.
