This is fixed in 14.04: The area instead says "No network connection -
Connect to the Internet to see more reviews."

  TEST CASE:
  1. Disconnect the system from the network
  2. Select a featured Application with reviews

  Result:
  A the bottom of the page a message is displayed 'This app has not been reviewed' but actually is has been reviewed.
