When I look back over the patch I realized the changes to configure.ac
aren't strictly needed. python-gi-dev pulls in Python 2 libraries at
build time but they're not needed at run time so I added these back. The
other change was for a script that is no longer in git master.

Bug description:
  There is still the goal to remove Python2 from the desktop images, and
  to use Python3 only. totem-plugins should be built using python3.
