This bug was fixed in the package xchat-gnome -

Status in GNOME frontend to the popular xchat IRC client:

Bug description:
  Since updating to Oneiric, every time I open xchat-gnome, the user
  list pane on the right hand size is resized to the minimum, making it
  appear to be missing. I must manually drag the pane to make it bigger.

  To reproduce this, you must turn it on via Edit/Preferences/Show user
  list in main window

  This used to work correctly in Natty.
