actual archive found version also has the same issue.

Bug description:
  Binary package hint: empathy

  (be nice, first time here)

  I have a dual head setup running separate X Screens. Both volume and
  empathy applets do not stay in the same screen after every boot.
  Sometimes they appear on Screen 0. If I restart my machine they may
  appear on Screen 1, letting me with no empathy applet on my main
  screen (0), and a very suspicious volume applet displaying minimum
  volume (or mute). If I reboot again, the situation may stay the same
  or reverse (decribed behavior on screen 1).

  What I call "the empathy applet" is the one with your name on it, and
  a cartoon balloon. Also, if I right click-> about, the windows always
  goes to the screen 0, regardless of where screen I am.
