Title:
  Clock and writing settings in Ubuntu login display according to the
  second language exists in language support

Status in “gnome-control-center” package in Ubuntu:
  Incomplete

Bug description:
  Steps
  ---------
  1.Open System settings
  2.Select Language support
  3.Move language to be the second language in the list ex.Arabic
  4.Press "Apply system wide"
  5.Switch user 
  6.check clock language and writing direction

  Error appears: Clock and writing direction become in Arabic as it is
  the second language in the list although clock language and writing
  directions are in English in the other modules
