Bug description:

  1) lsb_release -rd
  Description:	Ubuntu maverick (development branch)

  3) What I expected to happen is when I login from a fresh restart, I
  right click each core separately then click "1 GHz" (50% for my core)
  this preference is kept until I change it again.

  4) What happens instead is that after I choose this, it shows 50% for
  both cores for about 30 seconds, then changes back to the default.
  Once I choose it again, then this preference persists.
