* Bundle our checkout of compare-locales in a different location, given
that the Mozilla repo now contains a different version of it in the
location we used previously
- update debian/build/rules.mk
- update debian/build/create-tarball.py

Bug description:
Can anyone tell me what the delay is for version 38.0.1 in Trusty?
It's been over 2 weeks now and I am suffering from one of the listed
fixed bugs. I don't want to and shouldn't have to go "manual" to get
it, and I'd like to keep using Firefox. Thanks.
