I have exactly the same problem, I tried many distributionns based on Ubuntu with this bug.
How could I resolve it?

  users-admin hangs when run as root

Status in gnome-system-tools package in Ubuntu:
  Triaged

Bug description:
  loged in as root I click System -> Administration -> users and groups
  the windows shows up, but the 'hour glass' (yet the round thing) keeps
  going without a result, the window keeps gray ...
