[Bug 1485812] [NEW] fglrx-updates-core 2:15.200-0ubuntu0.3: fglrx-updates-core kernel module failed to build "4k screen many flashes and black out"

Small lines and dashes appear that flicker along with random portions of
the screen, usually goes nuts when chromium is launched. Computer
behaves sluggish especially when a active program's window is resizing.
