  changes in /etc/default/keyboard not loaded

  What you expected to happen:
  Changes in /etc/default/keyboard to be effective.

  What happened instead:
  Nothing.

  Nothing happens after boot.

  (but setxkbmap -option alt win:ctrl_alt_win does works)

  Suggestion : 
  -Remove /etc/default/keyboard as it doesn't seems to serve any purpose other than misleading people.
  -Make somehow working as it should.
