[Bug 1490662] [NEW] No wireless networks detected after turning wireless off/on

I can open up "Wifi" settings via 'all settings -> network -> wifi', and I can enable/disable wifi there, but NetworkManager does not seem to scan
for available wireless networks citing warnings in syslog:

Works fine on boot, but this occasionally happens when I disconnect from
a wireless network and have to turn off wifi.

  No wireless networks detected after turning wireless off/on

Status in network-manager package in Ubuntu:
  New

Bug description:
  I can open up "Wifi" settings via 'all settings -> network -> wifi', and I can enable/disable wifi there, but NetworkManager does not seem to scan
