[Bug 1492586] [NEW] Scrolling with the mouse wheel on the horizontal scrollbar causes both scrollbars to scroll

Public bug reported:

I'm using Ubuntu 15.10 dev with libgtk-3-0 3.16.6-1ubuntu1 and scite
3.5.0-1 and initially I have reported this issue here:
https://sourceforge.net/p/scintilla/bugs/1758/

But this issue is maybe caused by GTK+ or maybe even by Ubuntu-patchsets
for GTK+ so I have forwarded it to here.
