[Bug 1493964] [NEW] Gnome terminal scrollbars background is not themable

This is related to bug #1451924, however upstream proposed fix is not
yet ready to use.

Basically gnome-terminal provides a scroll bar which is boxed
horizontally with the terminal itself, and currently the scrollbar
background is not inherited from terminal itself, leading to a white
background.
