Well this is how goes the gnome design; and ubuntu cant do anything,
except forking. So closing that report that will never get a fix.

  [usability regression] Adding applets to gnome-panel has become harder

Status in gnome-panel package in Ubuntu:
  Invalid

Bug description:
  When running the 'Gnome Classic' mode, applets can be added to the
  panel like in Gnome 2, but it has become signifcantly harder and
  requires alt+right click (ctrl+right click?) now - and does not work
  all the time.

  So this is actually two bugs, one that alt+click doesn't always work, but more importantly that it's required to begin with.
  Many users won't know that it's still possible to add applets in the 'Gnome Classic' session.
