[Bug 1495293] [NEW] Upon switching sound output device sound mutes

So this is what happened, I just plugged in my headphones, and even though before when I was using the volume was up almost full, the volume went to mute, then I turned up the volume, and when I switched back to my normal speakers, the volume went to mute again!
So it seems annoyingly that if I switch from one sound output device to the other, if I change the volume from the newly set mute to a different volume it automatically turns the other to mute (although randomly it does other things)...

Now I'm also finding that if I turn the volume up, then switch and it
goes to mute, if I then switch back without changing anything the volume
goes to just above mute (but sometimes mute) on the one I am switching
to. And I am seeing lots of other strange behaviour like this.

I have attempted renaming the "~/.config/pulse" directory and then
running "pulseaudio -k", but the problem still remains.
