If I recall correctly this was fixed before release.

Bug description:
  Binary package hint: software-center

  Ubuntu Software Center 3.1.9, Ubuntu Natty 20110104

  1. Launch USC.

  What you see: A "Featured" section with nothing in it.

  What you should see: If there are no featured applications for
  whatever reason, the "Featured" section shouldn't appear.
