As part of the big bug clear up for 16.04 we have reviewed this bug and
we will not be working on it in the near future. Sorry we can't offer
you a fix. We will of course review patches if anyone submits them.

  Notification of instant messages is not visible enough

Bug description:
  Notification needs to attract more attention when a message arrives.
  In user testing, participants were not able to see that a new message
  had been sent to them.

  - Messaging indicator (envelop icon in top bar) should pulse when a
  new message is delivered
