[Bug 1317552] Re: usb modem doesn't recognized by system until wired network connected
I have same problem.
In order to temporary solve it I used answer from here
http://askubuntu.com/questions/626207/unable-to-connect-to-the-internet-
on-a-ubuntu-14-0-4-laptop-using-ztereliance-c
And automated changes by adding a rule for usb_modeswitch.

usb modem doesn't recognized by system until wired network connected

Bug description:
I have an usb 3g modem huawei, configured as standalone network
device. When I connect it, dmesg shows some error messages, but
nothing happens. After connect and futher disconnect wired network
(eth0), it succesful recognized by the system as eth1 device and all
works fine. Problem is that sometimes I have no wired network to start
usb-3g connection this way.
