[Bug 138508] Re: gnome panels displayed running wine apps and full screen apps with desktop effects enabled.
Thank you for taking the time to report this bug. The compiz program
that we currently use in Ubuntu is a C++ re-write of the original compiz
and was announced the 4th July 2010. Therefore, the bugs that were
reported before that date, will be marked as "Won't Fix" as they
probably exist in the original program which is not stored in launchpad.
(The last LTS that used the old compiz is the 10.04 which is not
supported anymore).

With recent updates to X it appears it may have broken the "legacy
fullscreen option" under compiz. I'm using nvidia 7600gs with nvidia-
glx drivers running steam via wine. Checkboxing "legacy fullscreen
support" use to make the app full screen with out the gnome menu bar
present. Since recent updates gnome menu bar stays present even
though option is selected.
Users can recreate via installing wine and fullscreen app. Enable
desktop effects and open the wine app. Gnome menu bar overlays on top
of application. If user installs compizconfig-settings-manager and
check boxes "full screen legacy support" under work arounds the gnome
menu bar is still present. Even though this workaround used to work
before recent updates to Xorg.

A possible workaround (for karmic, at least) is to go to the Compiz Settings, enter the "Workarounds" section, and enable "legacy fullscreen support".
