The wallpaper arrived after UI freeze and so a UIFE is requested.  The
exception is requested so that we can land the new default desktop
wallpaper in to 15.10.  This should have no impact on the translations
team.  It's likely that some screenshots of the 15.10 desktop will need
now show the old wallpaper.
