[Bug 1498428] [NEW] Clicking a link in an email gets 'firefox is already running' error

Public bug reported:

This is not a consistent problem, but occurs frequently.

When I click a link in, for instance, an email I get an error message
'Firefox is already running' and the link does not open. Killing firefox
and clicking the link when it is not running is OK.

I also cannot always kill firefox from my own user id. See below:

xxxx@w500:~$ killall -9 firefox
firefox(29317): Operation not permitted
firefox: no process found
xxxx@w500:~$ sudo !!
sudo killall -9 firefox
