[Bug 1499556] [NEW] Computer Reboots Instead of Halting

I recently installed a new motherboard (
http://www.asrock.com/mb/AMD/QC5000-ITXPH/ ) with Ubuntu 14.04 LTS and
now when I try to shutdown my system reboots instead.  I have tried a
variety of shutdown methods including:

sudo init 0
sudo shutdown -P now
sudo shutdown now
sudo shutdown -h now
sudo shutdown -H now
sudo shutdown -HP now
(all previous variants with "now" replaced with "1")
shutting down via the KDE menu (clicking the menu, clicking 'leave' section, clicking shutdown in the dialog box).

All of these cause the system to reboot, when I expect that the system
should shutdown.  The system can shutdown only if I hold the power
button for 5 seconds (hard shutdown).  I have dug around in the bios,
nothing in there seems to help.  I even tried changing random features
(things related to wake on lan, etc) after reading that some specific
IRQs may be causing the problem.

I have also attached a zip of my entire /var/log directory so you don't
have to ask for my logs one at a time.  Keep in mind that this bug
happens everytime I try to shutdown, which I do  more than once a day on
average.  I frequently shutdown and then hold the power button when the
reset occurs, thereby causing a hard reset before the kernel has loaded
when it is safest.  This is an annoying workaround.
