[Bug 1499576] [NEW] 'ignore printer margins' does not work for epson stylus pro 4900

This may be a bug in an epson provided library that is used by gutenprint. My apologies if that is the case. I did install
epson-stylus-pro-4900-series_1.0.0-1lsb3.2_amd64.deb from epson

Gutenprint will natively handle epson stylus pro 4880, which will print
to the 4900, but without the green or orange... so that is not an
option. I did not test that for this bug.
