[Bug 1479914] Re: list of available encodings in open dialog isn't updated after adding a new encoding

Ubuntu better. The issue you are reporting is an upstream one and it
would be nice if somebody having it could send the bug to the developers
of the software by following the instructions at

Bug description:
steps to reproduce:
1. open "Open..." dialog
2. open "Encoding" drop-down menu and open the "Add/Remove" dialog
3. add a new encoding and press "OK"
The new encoding isn't available for opening immediately. It's
necessary to close and reopen the "Open..." dialog.
