Status in “gnome-power-manager” package in Ubuntu:
  Expired

Bug description:
  Binary package hint: gnome-power-manager

  None of the three settings are active in the GUI by default.

  I assume "Only display when battery present" is the logical default,
  but it is not checked even though it is quite likely active.
