As part of the big bug review for 16.04 LTS I have tested this on 15.10
and the bug is still there.  I think this is a feature request rather
than a bug.

Bug description:
  This occurs when you have two overlapping windows and want to drag
  some item from the behind window to the one in front. The focus
  changes to the behind window and brings it to the front as soon as the
  mouse button is pressed. Now the "drag window" overlaps the "drop
  window", most often (at least in my use case) blocking the area where
  you want to drop your item. It's hard to bring the "drop window" to
  the front again, without releasing the mouse key. The whole drag and
  drop would be easier, when the windows focus does not change until the
  release of the mouse button, when clicking on a dragable item. In
  Windows it works like this.
