In Wily, this now notes:
The problem cannot be reported:

The report belongs to a package that is not installed.

However, as technically the originally reported problem is not
reproducible, and I don't need to report any zsnes bugs, I'll close, and
file a new one if I need to file a zsnes bug.

Bug description:
  1) lsb_release -rd
  Description:	Ubuntu Trusty Tahr (development branch)
  Release:	14.04

  2) apt-cache policy apport
  apport:
    Installed: 2.13.1-0ubuntu1
    Candidate: 2.13.1-0ubuntu1
    Version table:

  3) What is expected to happen via a terminal:
  ubuntu-bug zsnes

  is that a bug report is created against the package zsnes.

  4) What happens instead is a window pops up noting:
  Invalid problem report
  Package zsnes does not exist

  However, this makes no sense when it clearly does:
  apt-cache policy zsnes
  zsnes:i386:
