Sebastion's comment led me to test my commonly used applications to see
if one was responsible for this issue. I found that the issue always
occurs if I have Krusader open (i.e. computer shuts down immediately).
And yes, Krusader does use qt. If I close Krusader before triggering the
command "gnome-session-quit --power-off", then the dialog box appears as
it should normally. It seems reasonable to mark this bug as a duplicate
of bug #1426851.

Bug description:
I am finding that sometimes when I use the command "gnome-session-quit
--power-off", it results in immediate shutdown, even though it should
(and usually does) result in a dialog box with options for shutdown,
reboot, and suspend. Getting a shutdown when a suspend is sought is
problematic. I am using Ubuntu 14.04LTS and I call the command from a
keyboard shortcut.
