[Bug 1494127] Re: package libmono-i18n-west4.0-cil 3.2.8+dfsg-4ubuntu1.1 failed to install/upgrade: package is in a very bad inconsistent state; you should reinstall it before attempting configuration
Can you try:
sudo dpkg --remove --force-remove-reinstreq libmono-i18n-west4.0-cil
sudo apt-get install libmono-i18n-west4.0-cil
I am not sure on the dependencies but it may try and un-install mono-
common etc as apart of this, see how you get on.
