[Bug 1341279] Re: Num Lock turned off when log-in page shown
I'm aware of the work configuration workaround detailed in your link but
I think the lightdm should respect the BIOS settings and not require
further configuration.

Bug description:
Whenever the log-in page shows, num lock is turned off.
It's OK when unlocking, the state is preserved, it's just on start-up
or after a log-out.
To reproduce either turn on Num Lock then log-out, or set Num Lock on
in the BIOS (as I do) and start the machine.
