[Bug 1511264] [NEW] NVIDIA Prime needs to ensure that intel card is switched on during shutdown process

Scenario:

Use NVIDIA Prime to change between NVIDIA and Intel card within an
Optimus setup. Ensure that the NVIDIA card is running, restart and boot
into Windows 10.

Problem: 
Assuming that the NVIDIA card continues to be on and the Intel card is switched off after shutdown, Windows fails to continue the boot and my laptop screen goes completely blank, no light is generated, which seems to assume that Windows becomes confused at the Intel card not being on.
