[Bug 1511653] [NEW] TearFree is not working after I reopen the monitor, everytime.

Xubuntu 15.10
Package Version:2.99.917+git20150808-0ubuntu4
Graphic Card :Intel HD Graphics 2500
Same as the title.I added the 20-intel.conf with TearFree enable to
/usr/share/X11/xorg.conf.d.It use to work fine in 15.04.Recently I
upgraded the system,it was a fresh install,then it happened,really
annoying.
Steps to reproduce:
#Set the Blank after to 1(or whatever except Never) minutes in Xfce Power Manager
1.Wait until the monitor blanked then wake it.Open a window and shake it,the window is tearing.
2.Logout and login,TearFree works again.
Do it again,it's a loop!
** Affects: xserver-xorg-video-intel (Ubuntu)
