Bug description:
  Binary package hint: gnome-system-monitor

  This happens when trying to kill a process not owned by the user
  running gnome-system-monitor (i.e. the user does not have permissions
  to kill the process), provided that there are no active sudo
  timestamps that would allow the user to perform the operation.
  Probably related to all operations that affect processes not owned by
  user running the gnome-system-monitor instance.

  Backtrace attached for the scenario of killing a process which I did
  not own.
